Red Tier: Substantial
Many non-essential indoor business operations can now reopen in San Mateo County, including indoor dining, gyms, movie theaters, museums and churches, after the county moved to the red tier in late February. Retail and shopping centers are open at 50 percent capacity. Bars and nonessential offices remain closed. Schools that already have authorization to open may remain open.
