Politics. One of the worst managed states of the union.
In the mid 80's, when Ca began to grow at a faster rate, Ca. was a robust state with rapid growth. solid financials and few homeless.
Beginning with Reagan's amnesty in 1986 - his biggest blunder among many good things- demographics began to change dramatically and the ensuing totalitarian Democrat rule since (clown Arnold does not even count) has gotten us to this point.
We regress as a state and will reach a tipping point sooner or later.

California state and local governments spent nearly $958 billion from 1992 through 2015 on public welfare programs, including cash-assistance payments, vendor payments and "other public welfare," according to the Census Bureau.  ... The generous spending, then, has not only failed to decrease poverty; it actually seems to have made it worse.

"It's as though welfare reform passed California by, leaving a dependency trap in place. Immigrants are falling into it: 55% of immigrant families in the state get some kind of means-tested benefits, compared with just 30% of natives."

The real answer: Because California keeps importing a steady stream of poor people with low/no education from south of the border. The taxpayers of California are basically being asked to solve Mexico's poverty problem. And the LA Times article wonders why it's not working.

We are such a progressive bunch are we not? We stand up for the Undocumented. We rail against tobacco. We defend our Frogs. We pass pointless resolutions on Climate Change.

And we kick out the homeless.

We have to recognize that the encampments are a disaster for creek and riparian habitats and therefore there is little choice but to move people out.

Where people go from there is the concern. Per the video two of the three have family here on the Coast and IMO families should take care of family members if humanly possible. Other than that we need more temporary shelters and bathrooms available.
