Merchants keep DBA but consider mandatory district

A meager turnout of nine members decided against dissolving the Half Moon Bay Downtown Business Association at a board meeting this morning.

But DBA directors said the group’s ongoing billing problems and low membership is leading them to consider stronger ways to organize the downtown merchants.

The business group is considering forming a Business Improvement District, a formal city-sponsored assessment district that would levy a fee on all merchants to promote wider commercial activity. In some ways, an improvement district would be the same as the DBA, except that membership would be mandatory.

Councilman Allan Alifano, who also acts as president of the DBA, says he has requested that city staff investigate forming an improvement district to supercede his business association.

“I wanted this to be a wakeup call,” he said. “I can’t care less who runs this. I just want to see some mechanism to improve business in town,”
