City labor negotiations are still unresolved

Half Moon Bay City staff is still working under an expired labor contract, which has been extended through the end of this month.

The City Council has, for the past two months, held closed-session discussions with its negotiator. But the council has thus far refused to budge on salary raises, according to Police Officer Dennis Loubal, who would be covered by the new contract. The city has offered a slight increase in health-care contributions.

Loubal said his biggest disappointment stems from the fact that the third-party negotiator hired by the city doesn't have the ability to negotiate. The City Council typically tells the negotiator what it's willing to put on the table, but doesn't necessarily give the negotiator any flexibility to give more, Loubal added.

Essentially the negotiator comes to police with an inflexible offer, he said, adding the sessions would be much more productive if the city's position lent itself more to compromise.

Associate Planner Sage Schaan, who's acting as a negotiator for the city employees, had no comment other than the fact that staff is still working under an extended contract and hoping for a positive outcome.

Mayor Mike Ferreira said the ill will that comes from such negotiations is an unfortunate aspect of city government procedure, but declined to elaborate on the city's position at this point.

He did offer that the pace of the discussions could be increased through special meetings if city staff and police so desired.
